With me I can define a proxy within Chromium, but if my desktop environment (KDE) is set to connect to the internet directly then it will try to connect to the internet directly (this despite the proxy setting). As you indicated konqueror, I assume that you are using KDE. Did you tried already to set the proxy up within KDE and then start Chromium ?
