YaST labels this "thing" Software management. But the bug is filed under "Package manager". Hence I didn't manage to find this discussion and posted a new bug. There needs to be a clear policy on naming of everything. To reiterate, an "Action" tab is quite dissonant, because nothing happens when you click the action word.
