It is possible but the regression fixed by the commit came in at v3.14-rc3. Likely you need commit: d253d2a intel_pstate: Improve accuracy by not truncating until final result I recently pushed this patch and other bug fixes to stable v3.10.y v3.12.y and v3.13.y. v3.11 stable was not included since it hasn't be updated since Nov.
