I was able to turn on bluetooth however by tweaking /sys/class/rfkill/rfkill*/state files:
netadmin:~ # ls -l /sys/class/rfkill total 0 lrwxrwxrwx 1 root root 0 Feb 17 16:39 rfkill0 -> ../../devices/platform/toshiba_acpi/rfkill/rfkill0 lrwxrwxrwx 1 root root 0 Feb 17 16:39 rfkill2 -> ../../devices/pci0000:00/0000:00:1d.0/usb2/2-1/2-1.6/2-1.6:1.0/bluetooth/hci0/rfkill2 lrwxrwxrwx 1 root root 0 Feb 17 16:52 rfkill3 -> ../../devices/pci0000:00/0000:00:1c.1/0000:02:00.0/ieee80211/phy0/rfkill3
