the documentation quoted above specifically says to compile it in:
"To use this functionality, ensure that the PCI Backend is compiled in"

"If your Dom0 XenLinux kernel is built with pciback as a module, attempting to
use the kernel command-line parameter pciback.hide won't work"
and provides "two possibilities" as workarounds.
and, yes, i'm well aware of the unbind process ...
here, on several different -factory installs, if installed as a module (per
default), with or without the unbind-ing in rc.local or modprope.conf etc etc,
pciback.hide reproducibly reports back as as an "unknown option".
if, instead, it's compiled in -- rebuilding the kernel, of course --
pciback.hide works as expected.
"pciback.hide not working" is a relatively widely discussed issue in the 'net
-- and the resolution is always the same -- compile the module in.
i'm happy to concede what "should" or "might" work. i'm referencing here what,
specifically does not.
but, of course, it's ultimately your choice whether to address it :-)
