Dracut sources /etc/dracut.conf.d/* though and makes no assumption about the valid keys in there. So you could just introduce settings similar to the ones from initramfs-tools there. For this specific case I really wonder why and initrd is built at all and what from though. If there's no kernel package installed there's nothing to do!?
