The error message comes from the "order" helper dieing because of a missing package. "order" is supposed to print the sorted list of the preinstall packages to stdout, but it prints nothing if it dies. The version of build you're using ignored the exit status and continues with an empty list, the current version aborts in that case. The big question is what's wrong with the fillup package on your system, every time I try to reproduce the bug fillup is downloaded like the other packages. Hmm, could you please create a tarball of the build directory and attach it?
