After an update it is resolved.
The problem seems to have recurred -- see <https://bugzilla.kernel.org/show_bug.cgi?id=35922>. I'm getting "chipmunk" audio with a Logitech C270 webcam with kernel-default-4.13.12-1.1.x86_64 on openSUSE Tumbleweed.
