I just debugged it. It really sends ioctl(STDIN_FILENO, TIOCLINUX, &ioctlarg) According to the code, ioctlarg = 14. It seems to be correct. This setterm code did not change since 2014. => Virtual console blanking seems to be broken in the kernel.
