[Bug 430451] No installation source when upgrading from 11.0

This bug is similar to 429920. However in that bug it was assumed that there was a previous dvd:/// installation source that had been disabled during the upgrade, leaving no installation source. This is not the case for this bug. There was no previous dvd:/// installation source.
