In this bug focus stealing also mentioned though» KWin may not popup dialogs when the main window is minimized, like Metacity. And yes, its not as critical in KWin as in Metacity, because KWin uses a time span to prevent a window to popup while you are typing. In any case, its the same bug. There are some window managers where you have to click for a window to appear, so the behavior varies. Let's not fill it for every window manager out there.
