(so, having snapper installed triggers the installation of the zypp-plugin)
That is only half the truth: snapper supplements btrfsprogs and for some reason btrfsprogs is required by os-prober which is required by grub2. Once we invested in not installing all filesystem packages by default and that also works with openSUSE 13.1: When the user selects ext4 for / and /home then no btrfsprogs and thus no snapper and no snapper-zypp-plugin gets installed.
