[Bug 1221763] ptrace(PTRACE_ATTACH) fails on processes of the same user

BuildRequires: aaa_base-yama-enable-ptrace ... and removed the kfails related to this problem. After committing, the fails are back, so the package doesn't work. For now, I'll add back the kfails.
