Apper has been removed already months ago from Tumbleweed and replaced by a newer KF5 based tray application (plasma-pk-updates). So it is strange that you still have Apper.
Which KDE version are you using ?
[All my comment is lost, because something was in the air. Collision or so. So I try to write it again:] When plasma-pk-updates was new it always tried to connect to the internet, when my router was still booting. I got error-messages, when the PC resumed from hibernate. So I decided not to use it. On KDE:Extra / KDE_Frameworks5_openSUSE_Tumbleweed (it's a brand new repo!) I found Apper again and I thought, I could use it as long as it is there. (Some plasma-applets are not so really user friendly, as I think, because they seem sometimes hardly to customize, or require too much CPU usage f.i. syastemloadviewer and thermal monitor since KDE went to qt5 and KF5.)
