Actually I did exactly as Ulrich Derenthal mentioned, selected shutdown in the graphical login screen and the suspend to disk/ram options started appearing in kpowersave menu. Previously I was asking to shutdown without logging out the user and the suspend to disk/ram would never appear in kpowersave after rebooting. So, I assume there may be something different depending on how you ask to shutdown.
