This behaviour occurs only in KDE and with the icon toolbar in emacs. According to the references below, it may have something to do with the gtk-qt engine and the icons of the toolbar. One possible remedy is setting "(tool-bar-mode -1)" in ~/.emacs. I apologize if I've assigned this to the wrong group; the problem involves both KDE and emacs.
