If you kill it and start it again, it usually works. Seems like a packagekit problem. I'll note that even 'pkcon' behaves in a (fundamentally) similar way -- frequently 'pkcon <something>' will grump about failure to receive a reply from packagekit (almost instantly). Subsequent tries usually work.
