Usual HP SCSI scanners are not supported by HPLIP and therefore detected as usual via sane-find-scanner. I am not at all an expert regarding low-level USB stuff. Regarding your USB webcam it might help to find out if additional kernel modules are loaded when you reboot see which kernel modules are loaded without the USB webcam and then plug in the USB webcam.
