I've found this bug when investigating bnc#774526. Moreover, I've looked into /usr/share/dbus-1/system-services/org.freedesktop.NetworkManager.service it references to dbus-org.freedesktop.NetworkManager.service via SystemdService=dbus-org.freedesktop.NetworkManager.service however, such file doesn't exist in installed system. So, there are two possibilites 1) remove line with SystemdService= or 2) create dbus-org.freedesktop.NetworkManager.service I've found only /lib/systemd/system/NetworkManager.service ... is it somehow related?
