I don't have a /etc/gcrypt/fips_enabled nor /etc/gcrypt/ around here ... to which package does those belogn to?
Perhaps /proc/sys/crypto/fips_enabled exists and contains a value different from 0 ?
Otherwise your issue is probably different.
