I have had this bug repeatedly in opensuse 11.2, 11.3, and 11.4 with the kernels supplied in the standard opensuse distribution. I delayed upgrading from 11.1 till I found that I could get the fan working in 11.4 with the kernel supplied from http://download.opensuse.org/repositories/Kernel:/HEAD/openSUSE_11.4/ I upgraded my operating system with a format of / and /home and clean installation of opensuse 12.1. However, with the 3.x kernel supplied on the iso I downloaded (opensuse 12.1 i86x64) on 12-6-2011 the cooling fan didn't work. I was going to try and install the latest kernel from the Kernel:/Head repository to see if that would get the fan working. But there isn't a repository for Kernel:/HEAD/openSUSE_12.1 yet, so I didn't get to try it. Since the fan wasn't working at all I really couldn't use 12.1, so I formatted and reinstalled 11.4. Again, I wasn't able to get the fan working in 11.4 until I installed kernel-default kernel-devel and kernel-source 3.1.4-1.1x86-64 from opensuse build service, since there wasn't a kernel in the HEAD repository at the moment.
