Try to set DEBUG=EXTRA in /etc/sysconfig/network/config -- this will produce a lot of "bash -x" traces in /dev/.sysconfig. Please attach a tar of this directory.

Except of the nmb reload, it could be also the ntp that needs a lot of time, at least while restart.
Ntp is not enabled. Machine is a virtual guest in vmware player, used for testing purposes. It is easier to tell the guest tools to sync time with host.
