[Bug 640408] a2ps assumes letter size paper in germany

This gave me LC_PAPER="en_US.UTF-8" This is a) wrong and b) fragile, as setting LANG= also influences LC_PAPER unless LC_PAPER it is set explicitly. Using the timezone to make an educated guess does not appear nonsensical to me.
