If I start ktp-dialout-ui, this error is logged:
kf5.kxmlgui: cannot find .rc file "ktp-dialout-uiui.rc" for component "ktp-dialout-ui"
Moving /usr/share/kxmlgui5/ktp-call-ui/callwindowui.rc to /usr/share/kxmlgui5/ktp-dialout-ui/ktp-dialout-uiui.rc makes it work and menu items other than "Help" appear.
AFAICS, the actual "application" is /usr/lib64/libexec/ktp-call-ui, and that is called by the D-BUS service file. ktp-dialout-ui seems to be just a small helper app to initiate a call from the command line. Should still be fixed of course. On a quick look, src/dialout/main-window.cpp calls setupGUI() without a filename, probably adding that (as done in src/call-window.cpp to which I referred to in my previous comment) might be enough.
