Apparently the old motherboard was slightly defective, enough to prevent the installer from functioning correctly. I now recall in the past there was a period where the OS would not boot due to some issue with the embedded USB ports. It would boot without anything connected to the ports (no keyboard, no mouse, etc.) until it was finished, then added the ports.
