When I do a "systemctl restart network.service" shortly after booting, the system log shows that the global IPv6 addresses are received even before DHCP gets the IPv4 address. This right after sending a Router Solicitation packet and immediately receiving a Router Advertisement packet. This brings me to the conclusion that during boot, somehow the Router Solicitation is lost or not send. I disabled DHCPv6 in the configuration of the interface, which makes no difference in the time the system gets a global IPv6 address.
