Could this have nothing to do directly or even at all with Matrox? With the rv250 I must also remove vga= from cmdline to avoid black screen, leaving the framebuffer ttys running in 80x25 mode, and no /dev/fb* devices. (startx won't start Xorg either: "(EE) systemd-logind: failed to take device /dev/dri/card0: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken." Trying locks up console I/O entirely, requiring remote login or reset button to proceed.
