Now I have (4.20.0-rc6-2.g91eea17-default). It seems the situation remains the same even there. With hyperthreading enabled overall user experience is bad due to lagginess, with nosmt=force it's usable.
Does booting with l1tf=off help?
Does booting with spectre_v2=retpoline help?
Can you try a different desktop environment besides gnome and see how it behaves there?

disabling patches on the 4.19.7 kernel no longer affects anything, just made several reboots with different patch shutdown options, and without shutting down at all, the result is the same.
