One question remains, maybe that is also why you opened the upstream Mozilla bug. Suppose that someone wants to change to OS locale, what do you choose?
Nothing. Once someone selected something else it's fixed unless the user removes the general.useragent.locale pref from his profile manually on filesystem level or using about:config
And if someone changes the OS locale, does that change the seamonkey locale?
Only if the user has never selected another locale from the UI.
I tried this with systemsettings, but it didn't work for me. This is not a problem for me. The reason why I reported this bug, is solved for me. I can now change language through preferences of Seamonkey. Thanks again.
In a perfect configuration there should be something in the list like "Use system locale". I'll keep that in mind.
