While this tool provides measures to set up a mix of locales for various items it is rather confusing and probably not the tool of choice for the average user ( especially if coming from the MS Windows Environment ). I suggest adding a feature to YaST that lets users change all aspects of a chosen locale to their needs without digging into the inner workings of a Linux system.
