This should be controlled via variable FLUSH_JOBS_ON_START of type "yesno" in /etc/sysconfig/cups. The reason for the customer selection is this: on a print server the customer usualy doesnt want to lose any printjob after a server boot. But a home user (or secretary) thinks switching on/off the computer/printer solves a wrong print job.
