Sorry, but "cupsd: UNKNOWN : ALLOW" is not a valid tcpd line. If you specify a correct line, it works (as suggested by comment#4).
Please, read "man 5 hosts_access" for a correct syntax (hosts_access(5) is referenced by "man 8 tpcd")
Ok, that's the same for me, I just followed "man 5 hosts_options", that is referred by "man 5 hosts_access". ;-) Besides this, I think that the fact that we should add a rule for tcpd to allow non-TCP connection is a bug. And I'm afraid that such rule could open security holes in a system. Quoting "man 5 hosts_access":
UNKNOWN Matches any user whose name is unknown, and matches any host whose name or address are unknown. This pattern should be used with care: host names may be unavailable due to temporary name server problems. A network address will be unavailable when the software cannot figure out what type of network it is talking to.
