I have found that if the CPU temperature rises above ~60C and then the other system is shutdown, and the laptop is then booted into openSuse the fans will not come on. In order to get the fans to turn on, the CPU has to cool to some low temperature which I have not yet been able to determine before the computer is turned back on.
