I think the phenomenon shows up all the time, even if the server is off (the iRMC must be connected to the LAN though, and it may be necessary to update the iRMC FW to some recent release). All you need to do then is access the iRMC IP address via browser (port 80) and click on "Video Redirection (JWS)". We have little experience debugging deep Java problems such as this one, so perhaps you can give us a hint what to look for?
