First of all, most of the modems these days are softmodems which (if work in linux at all) require proprietary closed source drivers. Additionally, there is no way to detect modems in linux (opening random files with regexp pattern /dev/tty* does not count). I'm not entirely sure about ISDN support, but it doesn't look like there's many people interested in that. So I'm going to close this bug as "WONTFIX". If you strongly disagree, open a bug against HAL to suggest a feature to automatically detect and tag modems.
