Looks to me like maybe attached file was badly configured by SUSE's ntp configurator. On my 10.2 file server, servers are set to 0.pool.ntp.org and 1.pool.ntp.org instead of 11.0's sole us.pool.ntp.org following the *key 1 lines. I don't know anything about trustedkey/requestkey in the 11.0 config, but they do not exist uncommented in my 10.2 file. I commented both those *key 1 lines, added the lines from my 10.2 file, and the problem went away.
