The only issue is that you need to define additional parameters for speedstep-smi. Are you sure you need the relaxed_check=1 for speedstep-lib? You can place a file to /etc/modprobe.d/ for the driver to get automatically loaded on boot. Just have a look at /etc/modprobe.d/ibm_acpi as example. Sorry, but I have to close this bug as WONTFIX.
