I guess that you are using another bootloader for this purpose (the one sitting in MBR), right? In this case, you don't even need to activate any partition. Generic MBR code can only boot primary partitions, and exactly one of them should be marked as active - most of tools manipulating the active flag handle it this way. Maybe you even don't need to have the boot flag set at all (depending on your setup) What you are trying to achieve is something that we do not support - see http://en.opensuse.org/Bootloader/Scenarios for the list of scenarios. It may work, or may not. In your case you should set everything manually - as you need to configure the other bootloader anyway.
