When I did an new installation of OS 11.3 I found the standard resource for addresses pointing to this directory. I re-checked it by deleting all dot-diretories and files in the home directory of my test-user and logged in so that everything should be in their default settings. Now there are no kde-resources defined, whether for addresses, calendars or notes. With my testuser the akonadi migrator didn't started at the first login. On my main account I have configured it properly, ok, not at the moment due to bug 601711. So I guess something from my old installation was present at the first place, but this is unlikely since I am using the akonadi based address book for quite some time and I rememberd that I deleted my .kde4-directory. Or due to some updates now there are no resources defined. Nevertheless, since the address book location is by default standardized due to akonadi, the akonadi ressource should be present as a system wide kde-resource for addresses in the system setting. Only this will enable the feature to search for addresses in kmail or by pressing 'alt+f2'.
