Simon - it is questionable what is fundamental functionality, as for some kind of usage even package manager is not needed.
From a openSUSE perspective is openSUSE without "zypper" really openSUSE and would such setups even use this installer? or would they be more likely to use something like JeOS.
The Minimal_Base pattern requires 15 packages that we consider fundamental to a openSUSE / SLE system such as aaa_base and openSUSE_Release. The base pattern adds a further 12 required packages. On SLE we don't provide support for systems without the base pattern unless you have a specialized support contract so for openSUSE I don't think we should allow it either (that was the thrust of the mailing list discussion). We are only talking about the installer here, if someone tries to uninstall them later I guess thats ok, but mostly were trying to stop people shooting themselves in the foot during install.
