For the installer change on 15.4:

We don't do channel changes to 15-SP4 yet, not until the product is gold. The reason being is we will have to refresh the channels and will overwrite any manual change.

For yast2-add-on on SLE-15-SP1/SP2/SP3 it is part of the installer channels as requested.
