Before applying the patch, btrfsmaintenance-refresh.path triggered btrfsmaintenance-refresh.service while /etc/fstab processing was underway. Journalctl listed 4 reloads of systemd. After applying the patch btrfsmaintenance-refresh.service wasn't triggered anymore. No reloads of systemd occured.
