On 10.3 radeon 6.6.193 was the default radeon driver, whereas for 11.0 we switched back to 6.6.3. This could be the reason why it worked on 10.3, but does not on 11.0. I suggest to give radeonrandr12 driver a try (xf86-video-radeon 6.8.0).
