ok, just to clarify my question ...
Current situation is, that network configuration (ifcfg-* files and others) is not copied to the target if no running network (no device with non loopback ip) is detected.
Question (my suggestion) was if it is ok to remove such check and copy the network configuration always.
The reason is that me even customers expect that network configuration is possible even when network is currently not accessible. There have been several bugs requesting such behavior already, even now one such L3 is running.
I dunno what an L3 is, but it seems to me that the primary objective for now ought to be to maintain status quo.
