Not sure if this is a bug in virt-manager or the oxygen-gtk-theme. But if an update of virt-manager solves the problem, let us ask the maintainer, if an update of virt-manager would be an option or if the change in this package is to big for an online-update.
IMO the bug is below virt-manager which is just calling the browse file dialog where it gets hung. It usually lasts about 3 minutes which causes libvirt to timeout and drop the connection. The virt-manager that shipped with os13.1 is version 0.9.5 and requires python-virtinst version 0.600.4. Virt-manager 1.0.1 combines both of these packages into one and has a huge number of code rewrites and dependencies on newer packages. For example the 1.0.1 version uses gtk3, not gtk2 which is likely why you don't see this hang.
