Downgrading doesn't work on my system without uninstalling. There is no option to "ignore dependencies". (see screenshot)
Well, you should click the '+' sign in the dialog - for whatever strange reason this conflict is about the -99-99 *package* (at least it was this way on my system). It's okay to delete the -99-99 package, of course. (Probably it's another bug that the version downgrade causes this conflict..) For the _patch_ there will follow another conflict dialog, which has an ignore option.
