If any systems boot module were put there it would break the ability to boot anything from anywhere. Refind does not require any configuration about the systems it’s booting. I have had over 10 systems on internal and external and refind can be booted from internal or external and its finds everything and can boot them. This is fantastic for recovery and booting flexibility. This works so well because none of the OSs have anything in the efi. You can make a boot volume and move it between machines and boot anything anytime.
