Other apps - such as "System Monitor," emacs, konsole, xterm, spectacle - aren't affected. Assuming the task manager/panel app maintains the icon titles, then it's just that single app. I've attached a small snapshot of what the corrupted icon titles look like. When icon title become corrupted, they can be fixed temporarily by lassoing the icons, and starting to drag them then releasing them after a few pixels. I'm using OpenSUSE 42.2 with the KDE 5.8.7 LTS update repo.
