I can boot without any USB devices plugged in. I can also boot WITH USB devices plugged in, and they are "live" during boot, up to the GRUB screen, but they DIE before reaching the login screen. (eg: optical mouse with LED light, the light is on until just after GRUB). I've pressed "escape" after selecting the boot choice in GRUB, and it appears that USB dies during this initial book sequence. Sorry the text flies by too fast for me to catch anything from that screen. dmesg, et all shows the errors anyhow. anyhow, onto your questions: Yes I can boot without USB plugged in. At the login prompt, if I plug a device in, the logs show NOTHING the errors are already there (in dmesg/messages) so the errors show up before and without a USB device being plugged in.
