groff 1.18.1 can certainly output a euro sign (and anything else in ISO
8859-15) correctly in UTF-8 mode if you write it in the source as a named
character, such as: \[eu]
The full list of groff named characters on "man groff_char" suggests that it
should be not too difficult to rewrite the "man iso_8859-15" such that the
input file contains only ASCII characters and the output file looks correct in
both UTF-8 and ISO 8859-15 locales, without any ugly hacks. The "man
groff_char" page demonstrates this very impressively.
Who maintains "man iso_8859-*" upstream?
